Background

With rapid urbanization and vertical growth of cities, conventional 2D land record Systems are becoming inadequate for managing modern urban properties.Existing land administration systems are primarily designed to identify surface-level land parcels and are unable to uniquely define ownership rights associated with multi- storey apartments, underground infrastructure, elevated transport corridors, parking spaces, air-rights, and subsurface utility networks.

The scary part of this statement is the shopping list. Drone imagery, LiDAR point clouds, GIS parcels, floor plans, GNSS, elevation models. No student team is getting all of that for a real city, and pretending otherwise ends the feasibility conversation early.

Say that out loud and scope it to one building or one block, with open data and one honest source. Scoping down is not weakness here, it is the only answer that survives a follow-up question.

But the thing that will actually separate you is smaller. ULPIN is not something you are inventing. It already exists as a real scheme under the government's land records programme, and it already has a defined format for surface parcels. This statement is asking you to extend it vertically, not to design a new identifier.

A team that invents its own ID scheme has misread the problem. A team that shows how a flat has an identity derived from the parcel it sits above has understood exactly what was asked, and that will be visible in the first thirty seconds.
