Background AICTE processes applications from technical institutions through different stages, including scrutiny/re-scrutiny, Expert Visit Committee (EVC), SAC/SHC and other stages prescribed under the applicable Approval Process Handbook (APH). Certain approvals are also granted subject to time-bound undertakings and compliance requirements, including the submission and renewal of prescribed documents such as lease documents. Monitoring application movement, stage-wise pendency, EVC scheduling, institutional undertakings, compliance submissions and document validity across different Regions and responsible officials involves coordination and follow-up. There is a need for a unified digital platform that automates approval-related workflows, monitors institutional compliance and generates timely alerts for pending, upcoming and overdue actions. Problem Statement Develop an integrated, secure and configurable digital platform for end-to-end automation and monitoring of AICTE approval-related workflows, covering application routing, scrutiny stages, EVC scheduling, pendency monitoring, time-bound undertakings, institutional compliance and validity of prescribed documents. The system should provide real-time dashboards, automated notifications, deadline reminders and escalation of pending or overdue actions to the concerned institutions and authorised AICTE officials, thereby reducing manual intervention and improving efficiency, transparency and accountability. Detailed Description and Expected Solution A. End-to-End Approval Workflow Automation

Automatically route applications through the applicable processing stages, such as Only Scrutiny, Scrutiny + EVC, EVC + SAC/SHC, Only EVC and other combinations prescribed under the APH. Enable automatic movement of applications to the next prescribed stage upon completion of the preceding stage, subject to applicable rules and authorised actions. Provide facilities for authorised return/revert of applications for deficiencies, clarifications or further verification, with reasons duly recorded. Automate routine administrative activities, standardised communications and electronic case summaries wherever legally and procedurally permissible. B. Integrated Dashboard and Pendency Monitoring Provide a consolidated, real-time dashboard displaying application status across Regions, processing stages, institutions and responsible officers/committees. Monitor application ageing, prescribed processing timelines, workload distribution, pending cases and processing bottlenecks. Generate alerts for applications approaching or exceeding prescribed timelines. Provide role-based dashboards for Regional officers, Bureau officers, committees and other competent authorities. Maintain a complete digital audit trail of application movement, observations, actions and decisions. C. EVC Scheduling and Alerts Identify applications requiring an EVC and place them in the appropriate queue after completion of applicable preliminary processing. Track EVC scheduling and completion timelines, particularly for new institutions. Generate reminders for EVCs due or approaching their prescribed timelines and escalate delayed cases to the designated authorities. D. Monitoring of Time-Bound Undertakings and Institutional Compliance Maintain a digital record of approvals granted subject to time-bound undertakings, including the prescribed conditions, supporting evidence and due dates. Notify institutions regarding upcoming compliance deadlines and facilitate online submission of supporting documents. Track submission and verification of compliance evidence by authorised officials. Generate reminders and escalate cases where the prescribed undertaking or compliance requirement remains unfulfilled beyond the stipulated timeline. E. Lease and Document Validity Monitoring Track the validity and expiry dates of lease documents and other prescribed documents, wherever applicable. Generate advance alerts for documents approaching expiry and notify institutions to submit renewed documents, as required. Monitor the submission and verification of renewed documents. Generate overdue alerts and escalate cases involving expired documents or non-submission of renewals to the concerned authorities. F. Automated Notifications, Escalation and Reporting Generate configurable notifications for pending applications, upcoming deadlines, EVC scheduling, compliance submissions and document expiry. Automatically escalate overdue matters to the designated officials in accordance with prescribed timelines and authorised workflow rules. Generate consolidated reports on application pendency, EVC status, undertaking compliance, document validity, overdue cases and Region-wise processing performance. Maintain a complete audit trail of alerts, submissions, verification, escalations and closure of cases. Key Requirements A single integrated platform covering approval processing and institutional compliance monitoring. Configurable rules and timelines aligned with the applicable APH and AICTE regulations. Secure document storage, role-based access, data confidentiality and traceable actions. Integration with existing authorised AICTE systems wherever feasible. Human oversight for regulatory verification and decisions reserved for competent authorities.

Expected Outcomes

Reduction in repetitive manual work and follow-up. Faster and more transparent processing of approval applications. Improved monitoring of application pendency and EVC scheduling. Timely fulfilment of institutional undertakings and compliance requirements. Reduced instances of missed deadlines and expired documents. Improved accountability through automated alerts, escalation and audit trails. Better utilisation of available administrative resources. Prototype and Evaluation Criteria The prototype should demonstrate automated application routing, role-based dashboards, stage-wise pendency monitoring, EVC alerts, undertaking tracking, lease/document expiry monitoring, compliance submission tracking and escalation of overdue cases. Evaluation may be based on workflow accuracy, timeliness of alerts, reliability of deadline tracking, visibility of pending cases, reduction in manual follow-up and completeness of the digital audit trail. Regulatory Safeguard The system shall function in accordance with the applicable AICTE regulations, Approval Process Handbook and authorised administrative procedures. Automated alerts, recommendations and workflow actions shall support the approval process but shall not replace statutory scrutiny, verification, inspections or decisions required to be taken by the competent authority.

That puts it 263rd of the 265 statements that have any ideas at all, out of 265 on the board. It is moving, so the field here is already forming.

Added mid-season. This statement first appeared on 20 October, after the original list went out. Teams who shortlisted early have most likely never seen it.

What Student Innovation actually means

The brief on this one is a single line, and that is not an oversight. Student Innovation statements come from AICTE rather than a ministry, and they do not describe a problem. They name a direction — Smart Automation — and leave you to find the problem inside it yourself.

Teams pick these because they look easier. They are not. On a ministry statement, the ministry has already argued that the problem matters and who it hurts. Here nobody has done that for you, so your presentation has to carry the work the statement usually does: what the problem is, who suffers from it today, and how you know that rather than assume it. Evaluators feel the difference immediately between a team that found a real problem and one that invented a plausible-sounding one.

Practically, that means one extra slide's worth of evidence before you ever describe your solution. A number from a government report, a survey you actually ran, an interview with somebody who lives with the problem. Any of those puts you ahead of most of the field, because on an open statement most of the field skips straight to the build.

There are 6 other Student Innovation statements under Smart Automation. They are close enough that the one you pick matters less than the problem you find inside it.

Winning Decks

What a jury will ask about this

  1. 01“Who actually faces this problem today?”

What works: Naming one real person and what they do instead right now. Reading the statement back is not an answer, they already read it.

  2. 02“This already exists. Why yours?”

What works: That existing tools are consumer products. Yours is built for the ministry, works offline, in the local language, on official data.

  3. 03“Then why has nobody solved it yet?”

What works: The real blocker. No connectivity, no incentive, nobody owns the data. You only know this if you read the ministry's own reports.
